Paraphrase of cypher telegram of the 4th Aguat from Secretary of

Following from Admiralty please communicate to Reporting Officers mentioned in instructions for reporting Foreign ships of war and merchant vessels. British shipping are advised to steer course parallel to and from 30 to 150 miles distant from regular track. To avoid bunkering on passage endeavour to fill up with sufficient coal. Brilliancy of lights to be reduced. Use neutral territorial waters when possible. Then obliged to pass through localities where traffic is most congested endeavour to do so at night. Homeward bound vessels call for orders at any signal station on South North or West coast of Ireland or on the South cost of Devon or Cornwall. Pass this secretly by visual to any British ship met with. Ends.
